VIF Witnessing Abroad: Before You Book an Appointment

Preparing an Irish VIF abroad? Check the current form, witness, identity details, signing appointment and secure handover before applying for an IPN.

A founder signs a sample identity declaration while a witness beside her checks a sample identity booklet during an in-person appointment

You are arranging an Irish company from overseas and have been told that a director needs an IPN. The next task may be a VIF identity declaration, but booking someone to witness a signature is not the whole application. The right form, identity details, appointment and submission need to fit together.

This guide is for the practical stage before a witnessing appointment abroad. It is not another general comparison of PPSNs and IPNs or a price survey. It explains what to settle with your presenter and proposed witness before travelling, signing or paying for extra document work.

1. Check that an appointment is actually needed

Before looking for a witness, tell the presenter whether you already have a PPSN, an IPN or an earlier RBO identity number. Include previous Irish residence or company appointments when explaining the history. Being abroad now is not proof that no Irish identifier has ever been issued.

CRO says the IPN route is not open to Irish citizens resident in the State on either a full-time or part-time basis; they must obtain a PPSN. Its guidance also notes that an Irish citizen born in, or previously resident in, the State may already have a PPS number. Resolve that question rather than paying for a fresh declaration unnecessarily.

The RBO's FAQ says only one VIF is required for a beneficial owner and that the issued IPN can be used for that person's future beneficial-ownership filings. Do not assume each new company needs a new personal number. Ask the presenter to check the existing record and correct route.

For two founders, assess each person separately. One may have a usable PPSN while the other needs identity work. A company-level formation order does not mean both people have the same verification task.

2. Send the current form before booking the witness

Use the version currently available through CORE, not a copy saved from a previous company or downloaded from an old blog. CRO's April 2026 notice says older versions received after its stated cut-off will be rejected. Ask the presenter to identify the current document before an appointment is booked.

Tell the proposed witness that the document is an Irish CRO Declaration as to Verification of Identity, where you will physically attend and how it will be used. Have them review the actual form and its witness instructions. A quote for certifying a passport copy is not confirmation that the person can carry out this declaration.

Check the witness category specified for a declaration made outside Ireland. Ask the proposed notary or other professional to confirm their eligibility against those instructions, and resolve uncertainty with the presenter or CRO before signing. Do not assume that every foreign solicitor, accountant, consular official or online notary is automatically acceptable.

This guide does not replace the current form with a universal list of witnesses for every jurisdiction. A professional's local authority and the receiving registrar's requirements both matter. A clear description of the act required is more useful than asking for a generic stamp.

3. Reconcile the draft before you travel

Check the proposed first-name and surname fields, date of birth and other requested particulars against the evidence and any existing CRO identity record. Have the presenter review how compound names, middle names and punctuation are divided between fields. Do not shorten a name simply because a customer-facing profile uses a shorter version.

CRO's New Form VIF guidance specifically explains that name order, letters and punctuation can affect matching. It describes situations where a manual close-match review is possible, but not a universal tolerance for inconsistent data. The same guidance asks presenters to review an existing directorship and date of birth carefully.

If a discrepancy appears, ask which record needs to be corrected and obtain instructions before producing another signed declaration. Do not invent a birth date, remove a name component without advice or request another identity number to make the mismatch disappear.

Prepare the ordinary factual fields in advance, subject to the presenter's instructions. Leave signatures, declarations and witness-only fields for the appointment as directed. The Faculty of Notaries recommends preparing documentation beforehand rather than starting a lengthy form under pressure at the meeting.

4. Make the appointment genuinely in person

CRO requires the declarant and witness to be together in the same room when verification is witnessed and signed. Remote preparation of the paperwork does not turn a video call into an acceptable witnessing appointment. Ask how the planned meeting will meet the current requirement before relying on an online-only offer.

Confirm what original identification and address evidence to bring. For an Irish notarial appointment, the Faculty of Notaries' published guidance describes an original passport and recent residential-address evidence. That is not a promise that a witness overseas has an identical checklist: obtain their instructions for your actual document and location.

Take the agreed current form and supporting material, and follow the witness's signing instructions. Do not pre-sign the declaration for convenience or substitute a pasted signature image. Make sure you understand the declaration before making it; an agent preparing the application cannot make your personal declaration for you.

Before leaving, check with the witness that the required sections, signing details and any required attestation or stamp have been completed. This is a completeness check, not an instruction to alter a professional's certification yourself. If something is unclear, resolve it while the witness is available.

5. Agree the handover before the paper is signed

Ask who will submit the VIF through CORE, how you should provide the signed material and who will monitor any query. Confirm the required file format and whether any original needs to be retained or supplied. Do not assume every provider uses the same upload or document-return process.

A useful handover gives the presenter a complete, legible copy of the agreed document through the requested secure channel. Check that page edges, dates, signatures and relevant witness details are not cropped or obscured. Avoid filters or image processing that removes faint writing or changes the document.

If an error is noticed after signing, stop and ask how it should be corrected. Do not edit a scan to change a date or identity detail, insert another signature or copy a witness stamp from a different page. A corrected declaration may need further action by the witness; do not disguise the problem.

Keep your working copy and submission reference privately, with access limited to the people who need them. StartCompany.ie's checkout asks for order and contact details, not identity numbers or card details in the notes. Supporting documents are requested separately through the agreed secure process.

6. Track the application, not just the appointment

CRO says an IPN is issued after successful completion of the VIF process on CORE. Booking a witness, signing the page and uploading it are preparation or submission stages, not evidence that a number has been issued. Ask for the actual result before treating the identity step as complete.

For illustration, one overseas founder attends on Monday and sends the signed material on Tuesday. A proposed incorporation date on Wednesday still depends on a satisfactory identity application and the remaining formation work. Those dates are a fictional sequence, not a CRO turnaround estimate or an expedited service promise.

Keep a short status record so the founder, witness and presenter do not use 'done' to mean different things. The table separates the useful evidence at each stage. If a query arrives, assign a person to answer it and keep the revised instructions with the same case.

If a B1 deadline or another filing is approaching, tell the presenter at the outset. CRO's B1 identity guidance says a submission remains on hold until identity requirements are met. An appointment booking is not a filing extension, and this guide does not guarantee that a pending application will be resolved before a deadline.

7. Keep incorporation, RBO and other checks separate

An IPN verifies a person's identity for relevant filings; it does not itself incorporate a company or appoint a director. The formation application still needs the agreed company details and the other required arrangements. If you are forming without a PPSN, coordinate this identity work with the wider formation brief.

RBO registration is also a separate company process. Its FAQ distinguishes that register from the CRO register and explains that beneficial-ownership information must be filed through its own online portal. Receiving an IPN does not by itself file the company's beneficial ownership or establish who should be recorded.

Likewise, a formation provider's customer checks and a bank's onboarding are separate decisions. Do not present a signed declaration as a bank approval, tax registration or immigration permission. If another party requests certified copies or extra authentication, establish exactly what is needed rather than buying additional stamps speculatively.

8. Your pre-appointment checklist

Use one agreed checklist for each applicant. If two people attend the same appointment, confirm the document and attendance arrangements for both rather than assuming one person's identity check covers the other.

  • Check eligibility and whether a PPSN, IPN or earlier RBO number already exists.
  • Obtain the current VIF through CORE and have the draft reviewed.
  • Confirm the witness arrangements for the country where signing will occur.
  • Arrange physical attendance together, not a video-only witnessing session.
  • Confirm the original identification, address evidence and other material to bring.
  • Agree who signs which sections and leave witness-only details to the witness.
  • Settle secure handover, submission responsibility and handling of any query.
  • Check package overlap, outside appointment costs and total payable before ordering.

9. Choose application support without buying the same work twice

StartCompany.ie's IPN/VIF application service lists eligibility and existing-number checks, current VIF preparation guidance, CRO application support and submission follow-up. Tell us where the applicant will attend, whether an identifier exists and whether this is for a proposed company or an existing appointment.

If you also need company formation, compare the current Standard and Premium inclusions before ordering standalone IPN support. Both list IPN support for applicants without a PPSN. Confirm the number of applicants and the actual work covered; an included application item does not automatically pay every external witness, travel, translation or delivery charge.

Agree total payable, who books the appointment and what happens if further information is required. Application support does not mean StartCompany.ie is providing a notarial appointment or guaranteeing issue of the number. Timing depends on your documents, the witness and CRO processing. Start with the service details or ask about the appointment plan before committing to a filing date.

Official information and next steps

CRO, RBO and Faculty of Notaries guidance checked on 30 October 2026. Use the current CORE form and instructions for the actual place of signing; Irish notarial guidance is not a universal overseas witness checklist. This is general preparation guidance, not individual legal advice, a witnessing service or an assurance that an application will be accepted. The timing example is fictional.

Frequently asked questions

Can I have a VIF witnessed over a video call?

No. CRO's current rule requires the declarant and witness to be physically in the same room. Online application preparation is different from witnessing the declaration.

Can any professional abroad witness the VIF?

Do not assume so. Give the proposed witness the current form and confirm the witness instructions for the place of signing with the presenter before booking.

Can I reuse an old blank VIF?

Obtain the current version through CORE. CRO's April 2026 notice rejects previous versions received after its stated cut-off, even if an older copy is easy to find online.

Should I sign the declaration before attending?

No. Prepare the factual details as instructed, but leave the declaration and signatures for completion with the witness under the current form's requirements.

Does a witnessed VIF mean my IPN has been issued?

No. Confirm submission, handle any query and obtain the issued result. A signed document and an issued identifier are different stages.

Does receiving an IPN register the company with the RBO?

No. The company's beneficial-ownership filing is separate. The number supports identity verification; it does not decide or submit the company's ownership information.

Are witness appointments included in formation support?

Do not assume outside appointments or travel are included. Compare the selected package and agree the number of applicants, application work and separately arranged costs.

Can I send identity numbers in the checkout notes?

Do not enter identity numbers or card details there. Use the order form for its requested information and follow the separately agreed secure process for supporting documents.

Plan your VIF application before the appointment

Review application support, check any existing identifier and package overlap, then confirm witness arrangements, secure handover and total payable.
